Historically, early helium production was dominated by the US, so the US should probably get "large scale helium production" as a bonus tech. Filling USS Shennandoah used up a significant fraction of US reserves at the time, and US reserves were almost the entirety of the world reserves at that point.
It might also be good to have the bonus from the "large scale helium production" tech be dependent on the availability of oil, since helium is mostly extracted from natural gas wells, but since this one bonus is the only affect of the tech, that may be too much work to program.
