I'm aware of the negatives associated with short range vs medium, but what does long/extreme actually do for the ships?

They give raiders less chance of running out of fuel.
It's a complete waste of tonnage, don't bother using it unless you're building a dedicated raider.

It also means they are less likely to suffer issues when operating in areas where you don’t have enough basing capacity, but yeah it’s not worth it for anything but raiders

Ships with long range will: * Have better chances to escape interception as raiders. * Better chances of sinking merchants if raiders. * Better chance of intercepting raiders. * Less risk of being interned or scuttled from lack of fuel. * More fuel when a scenario starts (rarely of importance).
Ships with reliable engines will have: * Less chance of engine problems in scenarios. * Less chance of needing to return to base area when at sea (getting a *). * Less risk of being interned or scuttled from engine problems.

Attacking USA from, anyone really, usually ends badly due to lack of bases. Your ships sometimes get put in the yard, a neutral port, are stuck for the rest of the war and those that are not are blockaded and never make it out of the sea zone. Yet another reason we need nuclear power...

I just had a war where my long range raiders rocked. I sank the enemy merchants at a 5:1 ratio even bagging myself an enemy raider.

I have a few long range raiders but nothing that uses extreme. Maybe useful for the US if operating against UK or Germany? Haven't tried a US campaign yet.
Using short range ships in the Med as Italy saves a nice few tonnes until you get some bases.

I'm similarly trying to see the use for those ranges, as well as diesel fuel.
Basing itself could be better explained. As France, with so many bases in SE Asia, I'd think projecting forces into Japanese home waters would not be a big deal.

FWIW, diesel lowers the weight cost of long/extreme range, and improves ship acceleration. It's worse at short/medium, though.

In my current Italy game, I'm building about half my fleet to medium range, and about 10% to long range. I want raiders to carry the battle to my enemies (especially when I finally get a war vs the UK), and I want the ability to go somewhere for blockade duty if the wartime situation permits. But I'm not willing to totally sacrifice the advantages of short/cramped on my loadouts, so I design some ships to be home fleet only designs.
