I'd like to see a couple of real-life desperation tactics modeled in the game. Taking ships under tow when they were unable to move was historically done on any number of occasions, though admittedly all of the examples I can think of off the top of my head ended up sinking: USS Hornet towed by Northampton at Santa Cruz, HMS Audacious towed by several ships in succession after striking a mine, USS Chicago towed by Louisville at Rennell Island, etc. This would add another layer of decision-making to the already important game aspect of deciding whether to risk relatively healthy ships to save crippled ones. Adding a scuttling option might also add to this. I tend to role-play in my head during games, and I can't imagine just leaving a ship and crew to the mercy of the enemy without the option to scuttle the ship and rescue the crew.
Finally, dummy torpedo runs were used by destroyers at battles such as Samar to force larger opponents to turn away. After all, it's pretty much impossible to keep track of how many torpedoes an enemy has fired under combat conditions. I feel that these additions would probably be relatively simple, and would add to the depth of the game.

Order a Flotilla Attack; even destroyers which have already expended all of their torpedoes will turn towards the enemy and move to attack, and the enemy fleet will react to it in the same way as they react to any other destroyer attack.
