3 unidentified ships have just wrecked my North Asian fleet, they pummeled it at long range and with a lucky torpedo salvo while my ships refused to return fire. I get that those targets may be a non-combatant nation, but if they are firing at me then I should be able to fire back. Getting a fleet kerb-stomped into oblivion becuase they refuse to return fire is BS. They are clearly hostile, there's no reason to refuse to engage.

Well, poor aoba was repeatedly signalling US cruiser at cape esperance under the assumption that she was being shelled by friendly force that mistook her identity. In practice tho, I do think in general scenarios being fired at should at least be a que for ships to fire back. Ideally the context of the battle should be considered, in the middle of a messy night melee is more acceptable that certain ship may refrain from firing at what could potentially be a friendly, but if your column is just sailing through he dark, being shelled at by unindentified ship for a while should be a clear que to fight back.
