I've revised this idea on THIS POST below.
A Doctrine for Air Readiness. Like we put our ships in Reserve or Mothballs, let's be able to reduce the maintenance cost of our Squadrons by selecting a Readiness Level for Airbases (so we don't click 8,673 times to get rid of and then redo all our squadrons between times of war and peace).
We could have something similar to what the U.S. Joint Chiefs of Staff have setup for the Status of Resources and Training System (SORTS) which communicates the readiness and capability of military units. The JCS have developed capabilities levels (C-Levels) that are defined in qualitative terms and derived through quantitative criteria. The Defense Department does not attempt to keep all active units at the C-1 level. Instead, units are assigned a C-level goal consistent with their intended mission during a contingency. For example, units in a wartime scenario would be trained, staffed and supported at a C-1 Level. Units during peacetime may not be training, equipped or supported and will be away for leave and these units are C-5 rated. Obviously, we could use something similar to represent the Air Readiness Doctrine's levels that would affect the maintenance and the Experience levels of your Squadrons on their Airbases.
C-1 would maintain all your squadrons at 100%, cost 100% and Experience levels would be Good.
C-2 would maintain all your squadrons at 66%, cost 66% and Experience levels would be Fair.
C-3 would maintain all your squadrons at 33%, cost 33% and Experience levels would be Poor.
We all know clicking 8,673 times in the Air Group Management window is a PITA. It's a horribly designed interface. After speaking with srndacful at length on the issue, Copy and pasting of Squadrons from one Airbase to multiple Airbases would be the most ideal thing. Be nice if we could Sort the left pane by type and then multi-select and then right click to access the menu to copy to affect multiple bases in one pass. Combine this with an Air Readiness Doctrine and I for one, would be fine maintaining my HUGE airbase Squadrons at 33% during peacetime. It's surely save 8,670 clicks to just open the Doctrine window, select my Air Readiness level and close it.
I hope others think this idea is good. I really like it.
