Whever I click the design screen it will not appear, the window moves down a layer as if the design screen is going to load but it never does. I have tried disabling my anti-virus and updating graphics drivers and the same thing happens. Really not sure what to do now to be honest, it makes it impossible to play really. I have also reinstalled the game twice just in case but that hasnt done anything. All of the other menu's and windows work fine, I can build new ships, subs and whatnot but not design or redesign any.

Do you use, or have had at one point, more than one monitor? It might be trying to pop up somewhere where you can't actually see it. I've had this happen in other programs, not RtW howerver, but it might be what's happening here.
What operating system are you using?

I do use two monitors but all other screens appear in the correct place and if I try to click on the main game window without closing say, the build window I get a sound from windows and I am not able to do anything without closing that first. I do not get that sound after trying to open the design window.

Try moving the main window to your other monitor? My design screen sometimes hides beneath the main screen.

I do use two monitors but all other screens appear in the correct place and if I try to click on the main game window without closing say, the build window I get a sound from windows and I am not able to do anything without closing that first. I do not get that sound after trying to open the design window. This is normal, the game freely allows you to go back and forth between the main screen and the design window. This can be annoying when it gets hidden behind the main screen if you are playing in a maximized main window.
Let's drill down further on my "stuck on imaginary section of monitor" theory, please, humor me once more: Click on the Design Ship button a few times, then right-click on an empty area of your taskbar and choose "Cascade windows" (sometimes you have to hold SHIFT while right-clicking for these options to show up, I think). Does a window titled "Ship design - [####YEARHERE]" show up?

No it does not, I do not get any additional windows popping up after pressing the 'Design ship' button. I have tried it on my other monitor but the same thing happens. I have the same issue with rule the waves 1, I already had that purchased and installed but haven't played it since RTW2 was announced, the design ship button on that game was working for me before I stopped playing so I'm not sure what's happened.

Dang. Other than running it as administrator/double checking for some kind of virus protection meddling with "popups" behind the scenes, I'm out of ideas.

I misunderstood, I turned off the anti-virus protection when trying to get it to work earlier, I will try again tomorrow but it still broken as of right now. I have tried running the game in admin mode and that doesn't work either :c

I suggest you temporarily disconnect the secondary monitor and try the game then - that way we would know if it is a dual-monitor issue.

Well that sucks because I usually watch YouTube on the other monitor while doing stuff. I used to have a 1080p second monitor and the SD (ship designer) worked flawlessly on that before but I upgraded to a 4k one. I disconnected the second monitor and the SD loaded up, while the SD was open I re-connected the monitor and then closed the SD to try and open it again. Now when I attempt to open the SD it gives me this error "Access Violation at address 0044EF48 in module 'RTW2.exe'. Read of address 00000004. On a restart of the game I no-longer get the error and the SD doesn't load again. I changed the resolution of the other monitor down to 1920x1080 and now it works flawlessly. My monitors are: ASUS PB287Q (3840x2160@60Hz) and ROG PG278Q (2560x1440@144Hz)# Not sure if that would help but its there anyway. Thank you everyone for your help! much appreciated.

Yes, setting the resolution of both monitors to the same resolution will usually make the issue go away - we have looked at this issue but so far no way to adjust the game engine to bypass that.
