When you launch torp bombers the remaining torp ammo gets compared to the number of planes when you push launch strike, but the torp ammo is subtracted when you push ready strike. This means that in practice I can only get off a single torp strike as attempting to do a second triggers an "insufficient torps" message. In addition, the message triggers often when I try to launch my first strike because the game compares the total strike complement of multiple carriers against the remaining torps of the last carrier.
Should be easy to check for yourselves if you have ~1940s save floating around.

And I just updated and did a crawl thru all the files updating to my standards. Grrrrr. But I'd rather have reports work. I can deal with leveling off at 21T and shift towards others. Gotta have reports.

I decided to test it. I found that torpedoes are not put back. I.e., I readied a squadron and decided I wanted a ground-strike instead as night fell before I could launch my planes and my heavies eliminated all enemy surface combatants in the night. Radar Fire control is evil in the dark. hehe. So the next morning I swapped my squadrons to ground strike to hit the enemy airbases and noticed the crews didnt bother to put the torpedoes back. I think they just rolled them off the side of the deck into the water cuz lazy. The Torp Ammo counter should have gone up. I started with 66 and the counters went down to 44 and never went back up. So dunno whats going on there. Broken.
But I like carrier torp ammo! Very cool stuff. I'd like to see AP bombs done the same way. It's very intriguing to imagine how to ration your fish now. Gonna add a lot of tough choices.
