I've actually run into this in all of they versions.
I like building very light raiding CL's of 2100tons. Little armor or armament, but they do the job. However, if I add submerged torpedo tube(s) the designer wants to reclassify the ship as a DD. I can not have it accepted as a CL. Of course, if I agree to the change to DD then I still have an illegal design for several reasons. With previous versions this would also happen if I added a catapult to the CL.
