When loading a custom scenario I've created I get the message "land layer not found! xxx" and no land appears in the scenario. When i click on the layers button I see an xxx so i delete that, save the environment file and confirm that i wash to use that file. However when I load the scenario again i get land layer not found xxx again. I've attached the scenario file and environment file Attachment DeletedAttachment Deleted

After a bit of experimentation I've go the world back (there were some layers missing) however when I play the scenario none of the ships will move.
All ships have 100% fuel but speed remains 0

There are a number of issues with your scenario: 1. It is currently incomplete as any SAI scenario requires four files sharing a common name but having different file extensions. All are created in the editor and consist of the following where * = the selected scenario name: a. *.NSC = defines the forces and divisions, objectives, start points, homes and weather for the scenario. You have no objectives and use the wrong world layer. b. *.ENV = The environmental file. This is generated based on the inputs into the scenario data dialog. Somehow the *.ENV file that you included, "Lissa Redux.Lyr.ENV" has two file extensions and proved unusable until the file was renamed and the *NSC file edited. The edited Lissa Redux.NSC file is included below: Attachment Deleted Attachment Deletedc. * briefing.env = The scenario briefing file. This focuses the action onto the start point when the scenario is loaded. It is created using the "Add briefing map" dialog in the drop-down "Scenarios" menu. d. *.txt = The text that is included in the scenario briefing and the specific side briefings. You did not include either the Lissa Redux Briefing.env or the Lissa Redux.txt files so loading your scenario on my computer was "interesting". However, once loaded some other deficiencies came to light: 2. Your layer format was unsuitable in that you used an inappropriate *.LYR file and you had not defined the land layer correctly in the Scenario Data dialog. a. Attachment Deleted You need to define the layer(s) on this page as shown and failure to do so could prevent your scenario from running. b. You should define objectives. Without objectives and when out of contact there is a good chance that the AI will just steam for Home when the scenario is started. 3. You are using custom designs for the Italian AC2 division that you did not include with the uploaded files. This caused a number of error messages and prevented me running the scenario properly so I was unable to perform any additional trouble shooting. Scenario writing in SAI is a non-linear process that is not particularly intuitive but the editor is quite complete and powerful even if it can prove difficult to use at times. Recommend that you examine some of the stock scenarios in the editor to see what works before attempting to write your own. The v1.24 editor manual is several versions removed from the current v1.6 editor so we'll assist you as we can provided you provide the necessary material. If you wish additional help, post all relevant scenario material in a single upload using a compression utility like 7Zip or WinRAR. Good Luck.

I did step 2a and selected NEuropeShallow and now the ships move and the xxx messages have gone so all seems good.
The scenario is just a quick conversion of one in NWS's WC-NAW - I like to see how battles play out in different games.
For me as an occasional user of the scenario editor the whole business about layers and environment files is the most confusing.
