Old salt at war games. Rookie with Steam and Iron Campaign Edition. Can't get underway.
I have printed and read both manuals. I am starting with the Baltic campaign. At the beginning there are objective(s) listed in a window at bottom of main display. I have tried highlighting an objective , left click, right click but there is no indication that I accomplished anything. I tried highlighting a selection, clicking on a ship or squadron in the OB list to the left side of the main display and nothing happens.
How do I assign a ship, or squadron or multiple ships or squadrons to an objective?
Where do I look to see that a ship or squadron has been assigned the objective?
Is there a location on the ship info screen or the OB listing the force that has been assigned to a specific mission (objective)?
Is there a list that states the ETA to the mission?
Any help would be appreciate4d.

1. To select or un-select an objective, you left click on it in the little box so that the objective is highlighted blue, and then you click the select/unselect directly below it (to the right of the add minefield objective). As a note, some turns, there will be no objectives listed. However, you don't need an objective to sent ships to sea.
In terms of selecting ships and divisions, there are two ways of working with them. Left clicking on a division or ships will highlight it, and then you can use the buttons under "turn info" to either activate or deactivate the ship.
However, right clicking will bring up a dropdown list that will give you those same choices for ships and divisions, as well as allowing you to order either to train, be reassigned (either to a different division in the case of ships, or a different fleet unit in the case of divisions).This is also how you will order mine-carrying ships to load mines for the minefield targets you can create. Some ships also get upgraded, and this is how you order upgrades as well.
2. For the most part, you don't. You choose which ships and divisions get activated for the turn, and then you have them carry out the orders on the map during the tactical scenario. So for instance, if I have "reach with 3 CLs" for a objective, I activate three CLs (preferably from the same division), and during the tactical scenario, I order them to go to the point in question. The only exception is for mine laying missions: the same process happens, but you have to manually order the minelayers to load mines.
The only other exceptions are submarines. You order these to a specific point on the map before the turn starts, and that's it. You'll get reports from them, and they might sink something or be sunk, but you have no tactical control over them during the scenario.
3. With a specific ship or division is highlighted, you can move your mouse to any point on the map to get an ETA from that ship's home port to the target area. It will appear in a box directly underneath the map. However, your ships will not start at their home ports when you activate them, as the game places them in a starting location at the beginning of the scenario. The only exception to this AFAIK is if you emergency activate a division or ship, it will appear right by the home port when it raises steam.

Okay, so in the example you used, if there happen to be nine CL's active, I wouldn't know which three the AI selected for the job. Or is this the point at which I select three CL's, draw a line near the objective and they mysteriously know what I want them to do? How do they know it isn't a bombardment mission and a reach mission both at play near the same location? Or am I making this much more complicated than it is? I just have to accept that mysteriously they get the orders and steam off.
And later on if I want to check on the progress of the ships or group of ships or multiple mission objectives, I have no way of doing this. Is that correct? No list to compare mission and which ships have been assigned.
I've had 12 hours to think about this so I have a couple more things that I wish the manual had clarified. If I am a cautious and prudent Rear Admiral and I want to send four destroyers along with my three CL's to the objective, how do I do that? I guess I can't get them started on the first turn.
And I noticed that as soon as I click on turn a lot more ships materialize in the OB. Why weren't they there a second before that so they could be used? Seems strange.
There are a series of lines over-laid on the water on the map that aren't explained. Is this a restricted area? If so from what? Entry or can't lay mines? Or some other explanation that isn't covered in the manual?

You have to tell them where you want them to go during the tactical scenario generated by the turn. So if you active those 9 CLs, you will have them available during the tactical scenario where you actually command your fleet.

With the technical exception of minelayers, you don't assign forces to specific objectives. You activate what you need to complete your objectives and then command them in the tactical scenario. Minelayers are a sort of excretion, as you have to manually order them to load mines during the strategic portion of the turn.

Some units are strictly controlled by the AI, and don't appear in your order of Battle. Coastal Traffic, Shore Batteries, and patrol vessels under the AI's command. I havn't played the Baltic Scenario in a while, but in the North Sea scenario, these forces would be things like the Dover Patrol, the Northern Patrol or the Scandinavia Convoy.

Colored lines overlaid on the water would indicate the presence of minefields. Certain large areas are restricted entirely from the player's forces. For instance, after a certain point in 1915, British players can't enter the Heligoland Bight.
Single lines and squares indicate tactical minefields that ships can run into and be sunk in. Sorry for the delayed reply. It's probably not of much use to you at this late date, but I did feel you should get an answer

When enemy naval forces are sighted, the possibility of carrying out an emergency activation of further own forces opens (a symbol lights up at the top right of the screen). This is very advantageous, because the activation cost in OPs is halved.
