When you try to regun a ship to a higher quality gun of the same caliber, the designer does not retain that information. If you do any changes to the design after it asks you if you want to upgrade your guns, the price of the refit jumps back up as if you were replacing the entire turrets. Even if you regun as the last action and the price and duration look correct, the price of the refit after saving your design is the same as replacing all the turrets anyway.

I guess that makes sense. Though it is a bit confusing since the price and duration do increase a tiny bit when you do this for some wild reason.
