I don't know how common this practice is, but I add torpedoes on all ships except for KEs even if I have no intention of ever using them, accepting the very considerable risks that are entailed in doing so, simply in order to ensure that every ship has a torpedo range circle. Without these circles, I would find it too bothersome to keep up with the ever - changing ranges of torpedoes and estimate the range of a ship to a destroyer which it will often not be targeting with its main battery, (if it were, of course, the range would be easy to discover.)
I think it would be much better to have a torpedo range circle around every ship and then let the player figure out for himself whether a given ship is armed with torpedoes or not, and moreover, I see no reason why this feature should not be an option which can be toggled in the preferences.

Yes, in RL I would expect my crews to be at least somewhat aware of their own sides torpedoes and assume the other lot had similar capacity. I do the same as you so I know when to adopt more frequent manoeuvres or if in charge of a battle line turn away.
