I've created a simple scenario: several groups of destroyers from the Harwich Force's Tenth Destroyer Flotilla, trying to find German destroyers roaming the area. I've, however, found many issues:
1. First of all, it was hard to assign fuel to the ships and it seems that they have a higher endurance than possible even though I tried to set all ships to 95% fuel.
2. Air search radius apparently only takes three points but upon assigning them, it becomes very bizarre. 3. After loading the saved scenario, land layer is apparently not found and my bases have disappeared under the terrain.
4. It seems that German ships I've placed on the map are missing. 5. When I'm trying to play the scenario, it constantly pauses.
6. I've placed some neutral steamers but they apparently show as German.
I've attached the scenario, could you tell me what I'm doing wrong?

I’m thinking about creating a scenario about destroyer groups hunting each other in the North Sea, but also with convoys that go back and forth, adding more targets for the German side. How can I do that? Would a German division set to patrol with an objective set, patrol the area or would it stop at its destination?

Usually it is easier to modify an existing scenario than to create a new one. It's even worse for campaigns. I would suggest to modify a North Sea scenario, and also to study the way in which British convoys are managed in the "Bergen convoy" and "The last sortie" scenarios.
