I would like to have multiplayer games over the internet. Each player plays a different nation. And they could ally with each other, plan joint operations, etc,
Designing ships to beat other players' ships would be more of a challenge than designing ships to beat the AI.

I do think multiplayer could be a goal for Rtw 2.5/3, AI was adequate and all but I think playing against a human opponent can make for a truly thrilling experience(especially carrier battles)

I would like to see multiplayer.
However, while the turn-by-turn part could easily be done with a PBEM system, battles would require a real-time connection between the players, which would require either a central server to coordinate connections between players, which would be an extra infrastructure requirement for the NWS team, or else would require that the players know each other's e-mail addresses and be knowledgeable enough to set up any necessary port forwarding, firewall settings, etc. I could certainly handle that, but other players might not feel so confident, might not be administrators on their networks, etc.
