What I mean is that many nations -with the French (infamously) at the forefront- had a tendency of tinkering with their ships while they were still under construction.
At this moment we can order a ship, and then we have to wait until it is finished before we can refit/rebuild it, or scrap it and start over when critical new tech (that we really want to include on our new BB's) is discovered.
Would it be possible to add the option of fiddling with the design during construction, at the risk of the ship being incredibly unreliable and expensive, and adding several months to the construction? I can imagine an event where a newly launced ship immediately rolls over and sinks during the first firing tests, as the 18" guns added during the construction were found to be a slight bit heavier and possessed a slightly greater recoil than the originally projected 14" armament.
Some examples: The Derfflinger class were all different (though you could see the Hindenburg as a seperate class), The Deutschland class cruisers were all different, The Bismarck/Tirpitz were different, The Hood was reworked massively after Jutland, Almost the entire French navy, Conversion of ships still under construction to carriers, etc.
It would also be nice to have the ability to add additional armour to already build ships (maybe up to 2"?). Ships like the Courageous-class (receiving hull reinforcement), the Kongo class, the Fuso class and the Nagato class all had their armour protection upgraded after construction, and not just the deck armour.
