Carrier aircraft have grown larger and heavier over time. As a result more hangar space is needed and the carrier itself needs a longer deck and to sail faster into the wind to launch the planes. For example, Hosho could not operate newer aircraft carried by other Japanese aircraft carriers (before her refit to a training role).
In game, old and small carriers are viable ships, ignoring these concerns. For example in 1929 I can build a 4400 ton carrier with 15 planes. In 20 years time the same ship will still be able to carry 15 (post-WW2 size) torpedo bombers with heavy loads.
Carrier planes should have: (1) restrictions on size and weight - perhaps a rating category like 0.8 or 1.2 for how many normalised spaces they required (2) restriction on tonnage and speed of carrier - perhaps a minimum points score of 300, which requires some combination like of 15,000 tons and 20 knots to launch

I do like the idea, and I think it should to an extent discourage the pre-dread/CA built for CA conversion that personally feels a bit gimmicky to me. Weight aside, actual deck length are going to be a pretty serious problem with converted pre-dreads and CAs. It can also make plane selection a bit more interesting as well.
