I am just playing Italy and I have just get information that Austria-Hungary has laid down new battleship of Viribus Unitis class.
But it is quite strange as the first ship of that class was commissioned 2 years ago, so the design is 5 years old. I think this should not happen as after 5 years ship is obsolote several years even when construction started.
I suggest that there will be time limit after which AI cannot build same class or at least some function with probability with extremely low probability after 2 or 3 years after the first ship of class is laid down.
In the first decades in 19th century it does not happen that some ship of class was started 2 years after the first one was commissioned, especially capital ship.

Poor Arpad really seems to be a bit behind. This probably was triggered by a shipyard offer on discount event, although then, why wasn’t it an additional Mähren-class? Are these events sorted by type, cost or something else ?

I believe a ship's "obsolete" state is reached when it is X years old based on when it was finally built not designed.
