Not directly. I've had big leads in terms of VPs and been fobbed off with very little, and had a couple of high concession deals from near parity.
I think that there is a diplomacy roll to see what the result is, influenced by the unrest, VP lead and the player's prestige score

I've always thought that it was the ratio of the victory points that mattered, not the raw difference. from my experience all you need is 1 more VP than the enemy to be "winning" - how much or little you "win" seems otherwise random

They need to buff invasion range and remove the 10+ penalty. at least give us an option to uncheck those 10pt limitations to play a world conquest.

It really bothers me that invasion ranges are so tiny. Even well after the end of the game should have ended I can't get to places like Sri Lanka. I don't like the 9 value invasion cap either.

Perhaps a minimum delay, proportionate to the value of the target, e.g. target value +1 in months?
After all, Operation Overlord wasn't planned overnight - it took yearss of planning, even a few raids - in order to ensure that the plan went off with minimal hitches.
