After airbase was created I authorized number of aicraft (can be seen on picture). After the end of next turn, I check actual aicraft and the numbers were much higher than authorized.
According to maintenance costs I have 19 single and 10 multi engines aicraft which is exactly what I have (5 is for AV under construction which as I understand is calculated even during construction - note: may be it should not, but it is minor).
note: Squadrons were automatically created, I have just limited squadrons to 8 and 4 and get 10 and 14 next turn.
