My rule of thumb for TPS is max on capitals and 2 (if availiable) for cruisers 8000t+.

What is your experience with TDS on cruisers? I found it too expensive however I did not try it. I've found torpedo defences capable of allowing the ship to stay afloat when hit by one torpedo, usually.
They obviously add weight. Maybe it would make sense for raiders to lose it, which would drop the displacement considerably and make them cheaper.

Usually cruisers are able to survive 1 torpedo hit if they are not too small. In reality it should have minimal effect as without enough width, explosion could not be contained inside such area.

December 1917
France assassinated our Foreign Secretary. They answered our ultimatum by firing on our cruisers making a routine patrol of the North Sea. In the ensuing battle both of their CAs were destroyed by our two Scharnhorst CAs. Their battleship then managed to escape.
So, we are at war with France. We will heavily outnumber them when our new ships are built.

The new destroyer class is larger and had a very heavy armament of 9 TT. These will be build in large numbers.
Also, to save money we have scrapped the remaining pre-dreadnoughts. The Kaiser didn't want to but I persuaded them they were too slow and too badly protected to be of much use.

The Gneisenau is an improved Scharnhorst with an extra 3x9" turret. Like the Scharnhorst, it is protected against 6" gunfire. Both ships are designed to kill enemy CLs.

A french fleet of 3 armoured cruisers is causing havoc with German shipping in the South Pacific so we are sending a fleet headed by the old battlecruiser Seydlitz to sort them out.

Two of our battlecruisers were ambushed by 4 French ones in the bay of Biscay. We lost the Nassau (28,000 tons, 24 knots, 9x13" guns). If this continue we will lose our numerical advantage at sea.
The Kaiser is blaming me for this, even though i warned him that splitting our forces into penny packets was foolish.

Some good news! In a sharp battle off Norway, we sank 2 French Battlecruisers. We will win this war after all.

The french surrender, giving us Tunisia and Madagascar. Tunisia is particularly important as it is our first foothold in the Mediterranean. We need to fortify it, increase our naval bases there, and build airfields. Unfortunately the Kaiser has slashed the naval budget.

So I have now taken over the role of Admiral of the fleet, from my esteemed father. Looking at the naval situation, the only rival we need to fear is Britain, who has 13 battlecruisers and is building 2 more. We need to build a faster version of the Lutzow to counter them.
We are also lacking in heavy cruisers. The Gneisenau, currently building, will help allieviate this problem. We will follow it by building an improved version.

The first new warship designed under my direction, the Hipper, is an improved Gneisenau with better protection against gunfire, torpedoes and aircraft.
