Wouldn't it actually just be easier and more interesting to have an opponent choice when you go to select your country? Like checkboxes or yes/no selections?

I would like the option to play as the US with the CSA as one of the opponents. Whilst it would be relatively easy to defeat the Confederates interesting situations could arise if the CSA allied itself with the UK and/or Germany or France.
In games like this I always think more options are better. If someone didn't like the unhistorical nature of this then they could just refrain from playing this option and stick to the historical nations.

Just want to toss out there that: had one or more of the outcomes of the Revolutions of 1848 turned out dramatically differently then all bets would be off on who were naval powers by 1900 (well . . . it seems that GB would be in the top ranks under almost all circumstances, but a lot of other relative positions could vary a lot within a tenable framework of national evolutionary trajectories). Fiction yes, fantasy no? The game obviously is not primarily intended to delve into these types of wild "what-ifs" but given CSS IS a position the player can choose to play, then fairly wild "what-ifs" are not totally out of scope for the project.
