I had a suggestion that involves allowing a player, at the start of the game to check a box and develop a war plan for each possible adversary that geographically is near. An example would be Italy. Her adversaries might be, prioritized, France, Austria-Hungary and Great Britain. Once the plan was approved by the Prime Minister and the government, there would checks on whether the naval command was following the plan. The plan could be modified or scrapped with the approval of the government. The names of each plan for a possible opponent could be anything including colors.
The plan would involve possible strategy and operations, ship types, technology to be pursued, training etc. I haven't thought in detail about what could be in the plans, but I thought it might be interesting to pursue this idea and at the end, provide summary of how the plans worked, when needed.
Just an idea that I hope the team can consider. I am not certain how much extra programming would necessary but many of the games functionality could already be in place.

It would be nice to find some German, British and French war plans along with Japanese. I will look for some of them. The best and most detailed war plan for the US was War Plan Orange. It is well documented and commented on.

The other nations in Europe and the Med would have limited plans based on land objectives. Italy, France and Great Britain would have done some planning for the Med. The two nations that would have done naval war planning were the US and Japan. Those plans should be available.

Need a system to encourage players to follow this route. I suggest a smallish reward rather than a penalty. 10%-20% bonus to VPs scored? Or, perhaps simply allowing ships to be moved with the click of a button "Activate War_Plan X".

Miller and another by the US Army written by Louis Melton. There are others.
