When did you start the game? 1900 What nation were you playing? France Were there any start options that were not the default? Very Large Fleet Size, Manual Build of Legacy Fleet
Every time I have had a blockade runner interception battle, the game gives me the following message: This has happened every time without exception (as far as I can remember), across multiple wars with different opponents (obviously the ship name depends on the ship the AI was trying to deploy). In this example, if you click OK, it then says "Unable to create ship Canopus, Filename: D:\Program Files (x86)\NWS\Rule the Waves 2\\Save\Game1\Queen (R 1914).10d" then: Then it skips to the next turn without showing turn messages and with the would be blockade runner now in whatever zone it was trying to move to. It does advance construction of ships you are building by 1 turn, but it does not advance design progress, which means I have 2 design studies that have had one turn remaining for multiple turns.
Great Britain (the blockading nation) is nation 3 in the BCS, so I assume it should be trying to load Queen (R 1914).13d (which is in the Game1 folder; I checked), not 10d.

I discovered a couple of other minor problems while continually reloading saves trying to get it to not give me a blockade runner battle. All of them basically amount to things that happen in the end turn events that aren't reverted when you exit without saving and then reload the previous turn.
The main examples are territory ownership. If an invasion starts, then when you reload the save that territory will now be contested. If a territory is captured, then it will now be under the new countries control.
The other place I encountered it was the ship "exceeding design speed" and "failure to reach design speed" events. When you reload the save and then move to the next turn, if you don't get that message the second time, then the first unit of the class will have the design speed, but any subsequent units will have the modified speed they would have had from the event.
As I said, they are minor, and I'm sure are caused because these events modify files other than the RTWGame1.bcs file, but I thought I would mention them while I'm at it.

If you could post a save with the blockade runner issue it would be helpful.
Nevermind. I think I found the problem. It will hopefully be fixed for 1.15.
