I´d like to increase displacement limits for CL´s. Ships such as the USS Helena (CL-50) are currently not possible. Both, Displacement Limit of 10000 and limitations on armor (Belt armor above 3 in is considered CA) prevent that. can i change these limitations somehow ? Thanks.

Ships such as the USS Helena (CL-50) are currently not possible. Do not be so hung up on the historical classification as a "light" cruiser; ships such as USS Helena can be built as CAs, and in a world where cruisers had been classified by capability or role rather than solely by gun caliber the big 6" cruisers would have been considered to be in the same as the similarly-large and similarly-protected 8" cruisers, not in the same category as the much-smaller and less-protected 5" and 6" cruisers like the Didos, Atlantas, and Arethusas. It's entirely possible to build something like a Brooklyn or a St. Louis or a Town as a CA within the game, and considering that the historical ~10,000t 6" "light" cruisers were meant to fill pretty much exactly the same role as the historical ~10,000t 8" "heavy" cruisers I really do not see what the problem with doing so is.

Yes, you are right. a 6in treaty cruiser was close to a 8in one. because these ships were limited on displacement both had basically no armor and so could hurt each other. but now we play a game in which most Ca´s have 10 in guns and armor beyond 6in.
