My issue / question is when I try to build a regular CV (not cvl of which I have several ) the design is not allowed ' as ship of this size must have minimum 8 X 8" guns. ?

The armament requirement is to reflect the historical reality that most powers built or designed their first large (and even small) carriers with relatively powerful anti-surface armaments, and the requirement is removed once you complete your first carrier. There is no requirement to retain the anti-surface armament beyond the ship's first refit, either, and the first refit can be done as soon as it's commissioned - you don't even need to wait for the ship to finish working up.

You can also get away with building a smaller carrier which will drop the requirement down to 6" gun. I believe the cut off is 20k tons?

Yes, 20,000 tons design displacement is the dividing point between the CV minimum armament requirements of 8x6" and 8x8". Note that when arming a conversion CV with 6" guns you have to put the guns in single turrets with at most 2" armor; for some reason, 6" guns aren't exempted from the standard "new turret" rules during carrier conversion even though heavier guns are.
