We are trying to track this down, but it is elusive. Any more observations about what could trigger this would be appreciated. I observed it twice last night and both times it immediately followed the "Enemy unable to challenge our forces in this area" popup but not the "Enemy declines" popup--I happened to be recording my screen at that time and could send you the recording so you can observe the exact behavior, if that would help.

My experience of this bug is that it always seems to start with some type of peace proposal. Can anyone corroborate this, or is that my limited sample (3) bias? Me too, it started after a peace proposal. I declined but peace was concluded anyway. The battle was fought after, technically in peacetime. Thank you- and welcome to the forums. :]

I in a war with Japan and it took around 15 months before the bug happened. It was not triggered by a peace deal because i already had one months ago.

Thanks! But I already have that fixed, so I don't need the recording, but thanks for the offer, it could well have been crucial. The problem is that even after this fix it appears in beta testing that the bug can appear, but much more rarely.

Ok, just had this "turn messages at battle start" thingy happening twice in my latest game. 1st time I didn't write anything down, but it happened right after the first battle popup (cruiser engagement, don't remember size, but I had 3 CA plus 2 British (allied), so I would guess large - then again, Russia had only 2 CA and a hand full of DDs...
2nd one is the one below:
Playing Germany in a war with Russia (same game as above)
Year: 1903 Small Fleet Research Speed 20% Varying Technology: No Harder Peace: Yes Slow Aircraft development: Yes Manual Legacy Fleet: Yes 1st Battle pop-up: Raid enemy Shipping --> Accept --> Russia declines 2nd Battle pop-up: Cruiser engagement (medium) --> Accept --> messages pop up Message 1: Submarine warfare summary (2 Russian raiders sink 3 merchantmen each --> summary lists 6 sunk merchants) Message 2: Turn messages (see picture, just in case those events have anything to do with it)
Things to note: Both times I was about to enter a cruiser engagement and both times Russia accepted the battle.
Edit: Just had a 3rd incident. 1st combat pop-up: Convoy defense --> accept --> Russia declines 2nd combat pop-up: Cruiser engagement (medium) --> accept --> messages popping up.
Message 1: Submarine warfare summary, 2 Russian raiders, one sinking 1, the other sinking 4 merchants Message 2: Turn messages
I start to feel that it might be connected to the cruiser-engagement battle.
Edit2: Another day another bug Had this happen again in a new game, all stock settings except for small fleet and manual legacy fleet - and again when a cruiser engagement happened.

Since we're submitting bug reports... same settings as in the opening post. War with France, Convoy Defense, no peace messages, the only message of note was a Raider Intercept message.

I have also experienced this, but in addition I have experienced that, if I or the enemy declines all battles, or if enemy accept but is unable to challenge me, the game don't advance one month. I don't know if this is a related bug, but here it is anyways.

I have experienced it also, and since you click to these messages to get them away in order to actually start the battle, in the end of the battle you discover you have passed two months in time (two turns) instead of one.
