What issues do you have if you have no battleships?

I am playing the Austrian-Hungarians, and of course, money is very very tight.  I just had a long war, and have a worn out fleet and some of the countries are going to the BBs while I just have Bs that proved they are no match for current Bs, let alone the BB and BC that are coming. 

Is there a great disadvantage of scrapping all my B and going fully raider in design with some CAs, CLs, and DDs?
