So I'm not sure if this is a bug or not, but I noticed when I wanted to order a whole class of ships to a certain region (like home) using the M shortcut order, the game moves selected ships that are already in the targeted region, outside of the region. It appears the game is moving the ships outside of the region they were in so that they can come back. The image I've attached is just an example I quickly grabbed, albeit a bad one because it's only 5 ships and two separate classes at that. It's only really an issue when you're trying to mass order a class with ships spread all over and potentially already in the region you're trying to put them in. I first noticed this when I wanted to recall a class of cruiser I was using as a raider. Naturally they were spread across the world, but some were already at home. I highlighted the whole class and used the M order and the game tried sending the ones at home on a route that would have sent them to northern Europe then back to northeast Asia. Naturally you can always unhighlight the ships already in the targeted region, but if you're not careful you may end up sending ships on world tour and lose months of yard time. In fact in my case I didn't even realize I had some of those raiders at home until I caught a glimpse of the movement orders.
