I had no idea there was a difference between jacks and ensigns!
In that case it sounds like the CSA flag in RTW1 was correct - they had the stainless banner, I think. That one was very hard to distinguish from the White Ensign in tactical battle, so I ended up adding the red edge of the later flag.

I think they should have a reduced national resources to simulate the loss of major portions of the country. The main industrial centers were in the north but the south was not negligable. Norfolk ship yard for example is in Virginia and significant portions of the US war machine came from the south both in terms of men and material. Loosing a quarter of the population, significant portions of coal mines, iron ore, oil fields, etc should result in a much weaker economy (although still a power house).

Deleting the hidden growth advantage could be a good first step.
