Japanese 1900 game, Historical Budget, Harsh Treaties, AI Advantage. Research at 100%, Slow air development NOT CHECKED. Latest game version, updated just before starting the playthrough. Windows 10, default installation directory.
I have reached 1929, and have not discovered any carrier-specific technology. I have discovered the following techs: This is a screenshot of the relevant save .bcs
Note that the tech tree has 'skipped' Flight deck, Purpose Built Aircraft Carrier, Aircraft Carrier Conversion, Transverse Arrestor Wires, Large Aircraft Carrier and Better Aircraft Handling Practices.
I don't mind delayed CV tech, but being almost ten years behind the rest of the world as JAPAN of all nations seems absurd.

I'll note that I recently encountered this with Light Forces and Torpedo Warfare: after the first three techs (which I had by 1908) the game skipped to researching triple torpedo tubes (which I got circa 1915). Large, disruptive skips seem to be more common in RTW2 than they were in RTW.

Save is too big for an attachment, ... You can use 7-zip to pack up the savegame folder (game1, game2, ... etc.) - results in .7z-files with sizes of 100-400KB. You can download the software for free (it's opensource freeware!) at www.7-zip.orgPls. don't go anywhere else than to the original creator, unless you like outdated or/and malware-ridden software versions ...
