only file i touched was fleet size and changing my nation to have efficient shipbuilding and maxing invasion tech from 1899 the ai dosent seem to be paying maintenance for their ships as can be seen here the sheer amount of ships under construction + needing to be maintained with a mere 450k yearly budget is absurd (as seen with russia) and no its not a bunch of 20k ships they have 6 20k bbs rest is 30k+ they have a bit more 20k bcs but the rest is also 30k+ something seems terribly wrong il also post a screenshot folder with a bunch of other cursed things that shouldnt be happening me and great britain have 1 mil yearly budget each (as can be seen) but somehow britain has managed a 5 times bigger fleet and yes they have 0 training and 0 intelligence (despite their spies stealing my tech) and very low research % but those 3 things only make up around 18 mil worth of budget from a total of 83 million with the majority of my budget being construction and maintenance (we are both at war WE BOTH HAVE 0 RESERVE SHIPS and if britain has reserve ships its less than 20 (see pic with amount of ships in home waters) i cant send the savegame as its too big but il try and see if i can find somewhere i can transfer it Attachments:economy is fucked.zip (223.76 KB)

I've not looked into it much, but I do find it much harder, as the US, to catch up to GB than was the case in RTW1. Even after having passed them in budget it seems that they're always able to build at least as many ships of at least as much tonnage as what I'm building, and this applies well into the 30s.
More broadly, I've found budget management to be much harder in RTW2: The budget cut after a war is not merely inconvenient but absolutely disastrous (I've seen myself going from several million in the black to 20 million in the red, in RTW1 the worst I ever saw was approx 7 million), and if you end up in another war shortly after your last (having won handily and put most of your victory points towards reparations rather than territory), it's impossible to take enough of your fleet out of reserve to fight while remaining solvent.
It's gotten to the point that I regard any outbreak of war as an utter disaster, because it erases any progress you've made towards parity with Britain as the US, and any chance of remaining competitive with *anyone* as Austria. It takes a good five years to a decade to recover from *any* war. While I suppose this restrains the player from ahistorical levels of bloody-mindedness, it really takes the fun out of things. It probably wouldn't be so bad if there were some form of fleet and budgetary attrition on other powers (to simulate wars not involving the player), or if the scale of budget cuts depended on the scale of the war, but as it is, even a 1v1 brushfire war against an opponent that can be handily beaten to a pulp inspires the same dread in me as a world-war scale conflict involving all powers in a fairly even matchup, because the postwar cut is just as bad, and is equivalent to losing several capital ships in terms of how far behind it leaves my building plans.

Although there may something funky with the budget, I can confirm through my own testing that the AI does pay maintenance on ships.

i cant send the savegame as its too big but il try and see if i can find somewhere i can transfer it You can use 7-zip to pack up the savegame folder (game1, game2, ... etc.) - results in .7z-files with sizes of 100-400KB. You can download the software for free (it's opensource freeware!) at www.7-zip.orgPls. don't go anywhere else than to the original creator, unless you like outdated or/and malware-ridden software versions ...

In general the AI seems to have a lot of ships under construction but halted - you can see in the Almanac that the expected in service dates are not achieved.
