I got RtW2 yesterday. And so far I have been in 3 or 4 battles. No torpedo was ever fired, even under perfect conditions (at least I would assume that parallel lines at 10% of Torpedo range, ahead of target is near perfect). Also I cannot fire torpedoes manually. The button is grayed out. I'm probably on rear admirals mode (because that seems to be the default), so I should be allowed to do that, right?

You can manually fire torpedoes only in captain mode. Any higher level does not allow manual fire of torpedoes.
Could you provide save or screenshots with situation when AI does not fire any torpedoes?
The speed of target is important too for firing solution. It is most important early in game as torpedoes are usually not fast enough to "catch" fast ships as destroyers and cruisers.

I'd agree that torpedo drill is"lacking"... Playing UK Vs USA in 1905/6, I've crippled several us warships (including Bs), had the battle fleet and CL support sail past at a couple of hundred metres without a single torpedo fired... Certainly, the torpedoes of that era aren't fast nor longranged, but should be capable of dispatching a stationary target (or in popular terms, a "sitting duck").

Only in "captain mode"? That must be new. I never switched to captain mode in RtW (1).
No I didn't make any screenshots. More of what colprice said. Even with torpedo boats crossing the enemy line no torpedo was fired either from me or the enemy (I checked!).
EDIT It is now June of 1906 and I switched to captain mode. Now my ships do fire torpedoes (even without me telling them). I did not change training and torpedo technology did not advance in the meantime. I wonder if they had fired them if I was still on rear admiral mode...

If you have come from RtW1, then I presume you are aware of and use the Torpedo Range indicator?
As the game progresses, your captains do seem to be more willing to fire their torpedoes, to the point where they can sometimes pose a risk to your own ships on the far side of a formation!
Night fights also seem to increase the chance of torpedoes being fired early on, and training for night fighting does increase the chance of some of the actions occurring during darkness.
