I can turn the Intel to Low when I'm at war with someone. Why is that? I can save money by doing it and lower the Intel on everyone else at the same time because it seems events tied to Intel no longer trigger when you are at war, like a nation with Orange threat level and you turn off Intel when at war with someone else because you know the event where they blow up one of your ships won't trigger.
What I gather about intel when not at war is that if you leave it on less than high when the threat level is orange, bad things can happen. And when you leave it on Medium when the threat level is Yellow you are safe. And Green and Brown are okay with Low, you don't often have nations stealing research, although it happens a little.
So maybe it would make sense to not 'game' the system by being allowed to lower your intel effort with a nation you're at war with and at the same time allow all the nasty events to trigger from other nations if you also lower your Intel on them?

I do quite opposite, maximize intel vs. nation I am at war with to get better information. I am not certain but I think information about enemy ships available in battle generator is one of the things which are influenced by intel.
