Maybe this offer has already been expressed.
I suggest adding dynamically changing features for all countries. For example, after a revolution or a lost war, a country may lose a feature such as efficient shipbuilding or a technological leader. But it is not guaranteed that there would be a choice - to invest additional funds and/or prestige and keep the feature or lose it. So it is with the negative features of countries. Add events that could remove negative features. And in the future, it is even possible to make them positive. The main idea is for countries to strive for an average value. That is, a country without positive and negative features. The more positive features a country has, the more difficult it is to maintain and acquire new ones. Also with negative ones.

I'd also like to suggest even more variation by e.g. an option for completely random initial assignment of national traits. Why not have Italy with rapid economic growth but hidden flaws, Austria-Hungary as a "global naval power", Japan with poor education or US with a bombastic head of state?
