played as: USA, UK, Germany, France
description: AI nations decline offered battles often 3, 4, sometimes 5 times per months. And not because they don't have fleets in the area, they clearly have. On many occasions there is not a single one battle in a month, although many scenarios have been offered to the AI and they all got dismissed. Meanwhile the player nation collects hundreds of victory points, but:
WHERE IS THE FUN?
I remember playing last year until patch 1.07, this behaviour was clearly different. So if this AI behaviour is the new norm now and nobody's gonna deal with it in a future patch, would someone at least please reveal ways to manipulate the random battle generator myself?
