Just had an epic battle that i REALLY enjoyed, in my late game USA campaign. I had just finally got SAM's and had severla crusiers outfitted with them, and i needed them as wave upon wave of German aircraft smashed into my CV's and BC's. However i noticed something strange, when i returned the favour they had almost 200 planes as CAP, and their strikes where escorted so heavily that my CAP's where often wiped out! Skip to the end of the battle and the butchers bill, and i am VERY confused, it seems the Germans decided why have bombers, as their CV's are filled with 80-90% fighters?, i sunk 3 carriers and 180 fighters on board them! can anyone explain this?

People have posted similar things before, seems like the AI in general goes heavy on the fighters, even to the point of crippling their strike capacity.

By the time you have SAMs, you probably also have both the bombentorpedo tech (which can convert glide bombing near misses into torpedo hits) and 1000lb+ bombs on your fighters. At that point, you can make a fairly strong argument for going pure fighter, maybe with some TBs specifically for crippling BBs. So even though I suspect this is either a bug or AI weakness, I don't actually disagree with it. This is assuming the AI launches strikes on you with fighters (I've seen it happen but I don't know if you did).

There is still an argument for using TB's in a strike group if you have Bombentorpedoes, they have larger bombloads than any other Carrier based aircraft.

Torpedo bombers will always be useful because torpedoes can sink pretty much anything, but when the torpedoes run out they can only level bomb, not glide bomb. So after two big waves, your fighters will be better torpedo bombers than your torpedo bombers!

I'm going to have to test this in battle because I could have sworn my TBs keep level bombing and my fighters always glide bomb.

I've only ever seen TBs Level bomb and fighters glide bomb as well.
