I admit I am a bit of a hoarder. Nothing satisfies me more than seeing the left over funds number keep on growing. However the parliament/congress keeps taking my funds and allocates to the Army when I have "more than I could use", which I find quite annoying. I understand that there are ways to edit my files to directly increase my funds but I am wondering if there is a way to prevent the government bodies from taking away my funds, so I may bank it up and become a wealthy and rich navy? What files should I look into?

Just spend it. It's not unrealistic, if the Navy keeps demanding more money while sitting on a huge stockpile, the Kaiser / Parliament / Congress will absolutely take it back.

Many thanks Play a rich navy without the inconsistent naval policy trait (US/UK), and don't let your bank account get too deep: if you just amass vast amounts of wealth without buying warships, the government decides that its money is better spent on departments that actually buy the things that they've been given money to buy. |
