Hello!
I have a few questions about Rule the Waves 2!
Do I have to build ships there (I do not like)? Or are there also prefabricated ships there?
Are there pre-made sceneries? Like Midway or the battle the Río de la Plata?
Is there a scenery editor there?

Do I have to build ships there (I do not like)? Or are there also prefabricated ships there? Apart from the legacy fleet (i.e. the fleet you have at the start of the game), you must build the ships yourself. However, you can have the computer design the ships for you if you so choose. To be clear: You're asking about a scenario battle mode, i.e. something like a Total War game's Historical Battles? No, there's nothing like that in Rule the Waves 2 (or, for that matter, in Rule the Waves 1).
I am not sure what you mean by a 'scenery editor.' There is no in-game map editor or any way that I am aware of to draw things onto the map so that they will appear in the game, but the ship design menu has an editor that allows you to draw top-down line drawings for your ships' superstructures, there is a separate editor for creating a profile image of the ship, and the game supports using an appropriately-sized *.bmp or *.jpg image in place of the profile image that the in-game editor can create, so you can have images such as these:
to look at when you look at the ship details overview.

Thanks OSchmidt RTW2 generates dynamic battles during your tenure as head of the navy of your selected nation, based on the current situation in the game...thus depending upon your relationship with other nations in the game, your allies, your type/size of fleet, your deployments, and your responses to events in the game.

The main selling point of the game is that you get to design your own ships and build your own fleet, and thus there are no prefabricated ships. If this does not appeal to you, RTW2 is probably not a game you would enjoy. NWS does put out a different game, called "Steam and Iron", that allows you to play historical scenarios from the WWI era. (Dogger Bank, Jutland, etc). They don't yet have a version of Steam and Iron that covers WWII (so Midway and River Plate are not avaliable scenarios), however. Steam and Iron is probably the product you would be most interested in if you want to play historical scenarios with real ships.
