You're asking how to tell your scientists to research better guns? You can't. They will eventually research better guns, though, so you could always fit your ships with the worse guns, and upgrade them later. Or just use smaller guns.

You can only put the research on to 'low' once you have the guns you want, you can never turn a research group off entirely.
As for the order you get guns in? Well that's just at the whim of the game.

You can improve odd of getting guns you want by buying other guns you don't have from other country when the technology sale event comes up. By having more guns researched, you are reducing the chance of your researcher going after something less useful themselves like 3" +1 or something.
Other than that there is no way to designated what you get. As for getting -1 guns rather than 0 or +1, even if you don't want it, it is really just the game's way to represent that some historical gun design just really didn't perform quite well, and dealing with scenarios like that is part of the game.
