Here is a proposal for the development of VTOL aircraft.
First, insert a Naval Aviation, VTOL aircraft research area.
Begin by developing the rotary wing, with a main rotor and a tail rotor.
Develop controls like the collective pitch control, throttle control, antitorque control, the cyclic pitch control. This must be developed before anything else.
Develop tandem rotor helicopters which do not need tail rotors. Example is the CH-46
Four. Develop coaxial rotor shafts.
These are the basic controls. Engines would have to be developed to power these aircraft but aircraft engines like the horizontally opposed, radials can work fine.
I think these can be broken down further if possible. I believe that this could begin in around 1922 or at least no later than 1925.
It's first uses should be transportation, air-sea rescue but with the improvements in engines and rotor design, it could carry small depth charges or ASW equipment. Increased fuel capacity could be inserted if possible.

Another research item for helicopters is folding rotor blades which will improve storage on non-carrier ships and allow for more storage on carriers. Hope someone is reading this.

This would be nice to have plus have the ability to have helicopter carriers using light carriers. Float planes are nice and all but helicopters would make scouting a bit more easier in not having to stop and recover them and offer some cool design changes to ships.
