I've been playing as China from the 1900 start and am now WELL in to the aircraft age, every other nation has hundreds of aircraft, I have all the carrier techs...yet I still have no aircraft industry. Is this a bug, oversight or bad luck?
I also cannot seem to find any relevant path or tech in the save file. Any idea on how to maybe edit one in? If I can't build aircraft then the game is basically done.

Chin China lacking the ability to design aircraft domestically is working as intended; you are meant to have to license aircraft from other powers. If you want to add an aircraft industry to China, you will need to go into Chin ChinaShipNames.dat and add at least one aircraft manufacturer name to the [Aircraft Manufacturers] block at the end of the file as well as add some aircraft names in an [Aircraft Names] block after the [Aircraft Manufacturers] block.

IIRC, China doesn't have and never will have an aircraft industry in the game. You can, however, buy aircraft licenses from allies and I believe everyone below a certain level of tension (green tension bar?) I don't currently have a game where aircraft are a thing, but I believe it is Aircraft types --> compare all aircraft of role --> right click --> purchase license - I'm sure someone will correct me if this is wrong
