Over the last few months I have been slowly going over the nation files necessary to create these three nations, all based loosely on data created by u/parrot for RTW1 in 2017, but have extensively reworked much of the files. All the needed files are in a .7z compressed file, which can be opened with 7zip if you are unfamiliar with the file type. Just unzip the files and add them to the Data folder and away you should go!
I now present you all with Argentina, Brazil, and Chile, which should all be working, though I haven't had much chance to play test it myself as of yet. Their enemies are each other, Britain, the USA, Germany, and France. I do know that for some reason, part of the warinfo files for Chile isn't reading Patrolwaypoints3 data for the position data properly, and I haven't yet figured out why, but aside from that I don't anticipate many issues. If there are issues, please let me know and I will try to get them fixed, and if anyone has a fix for the issue I'm having with Chile, please let me know. I haven't created legacy fleets for any of the nations, but didn't want to withhold potential new games for people while I slowly get around to that. I hope you all enjoy, and again, please let me know of any issues.
Also, at some point I plan to create an alt-history nation out of Gran Colombia to compete with probably the USA, CSA, Britain, France, Spain, and someone else I haven't decided. It may be a while before that comes out, but it'll be there eventually.
Added flag files and other forgotten files, sorry for previous mistake.

Why not replace Germany with Gran Columbia in the base mod, rather than doing Gran Columbia as a separate thing? Sure it's a-historical, but the South American powers having fleets that can compete on the world stage is already plenty a-historical enough and, hey, if the Netherlands and ROC can be a thing in Empire of the Rising Sun...

The main reason I want to create them as separate is because I wanted to include the CSA as an adversary for them as well, but I didn't want to pit the ABCs against too many hypothetical adversaries, at least not at first.
Plus, to create them as an enemy, I have to do most of the work to create them as independent in the first place.

Right. Having the option would still be nice, methinks.
EDIT: Some thoughts upon actually firing up the mod:
First of all, your installation instructions are incorrect. The flags need to be added to the "Flags" folder, not "Data". It might be a good idea to put the relevant items in folders labeled "Data" and "Flags" and instruct users to simply merge them with the same-named folders in the game files and overwrite where needed, the same as when you install Empire of the Rising Sun.
Secondly, I have to admit, all three nations having identical starting stats feels really, really lame to me. They should each have their own, unique flavours that reflect both the particular historical quirks of each nation in the leadup to 1900 and the further quirks they developed as part of the subsequent dreadnought arms race (Brazil, for example, should probably have 5+ centreline turrets as a bonus tech, reflective of the unique design of Rio de Janeiro/HMS Agincourt. Speaking of bonus techs, where exactly did the idea to give them creeping zone AA of all things come from?). I'm also not convinced these nations will be able to have much of an impact on the game between their incredibly tiny budgets, lack of possessions, and the fact that you stacked almost every possible negative modifier on them. The second one in particular - like I get it, these aren't colonial powers, but I was kind of expecting smaller, key portions of each nation to be represented as separate possessions (sort of like how Maine is for the US) at least, if for no other reason than giving the three of them something to squabble over. As it is, you can only ever get economic concessions from them, which while all fine and dandy in theory for the optimizer crowd that argues that only economic concessions are ever actually worth getting anyway, isn't much fun for the map painters among us. It also makes it difficult for Chile to fight Brazil and Argentina and vice-versa, because Chile lacks any real ability to have or gain bases in the other two's waters and vice-versa.
The one thing I do agree with is the lack of starting dock size. Making them very reliant on foreign shipbuilding for a long time feels very true to life.

Did you replace the map file with the one in my zip? If not then the entire Chilean area won't exist. Any other info you can give me on what went wrong and what your game setup and condition was can help me with correcting this for you and others, Thanks. Also, I do need to go over the map and apparently the WarInfo file as it seems I've made some incorrect assumptions about things that I'll need to fix soon. I'll check out the map mod you've recommended and see if it is something I can work with, although I'm not sure yet if I want to deal with quite so many zones, haha.

What I had from your files only had some data for Argentina, but I also changed some other things and added a couple ship names and stuff for aircraft. I seem to have messed up some stuff for the WarInfo files when I was updating those, and I need to go back through them, but I've had alot of extra stuff from work lately, so I haven't had the time to fix it yet.

I have no issues, and if anyone else wants to update the files to function better, I certainly won't complain, haha. As long as parrot & I get at least partial credit for any future developments. I built this up from parrot's work after all.

i added patagonia and south brazil to get some territories to interchange also, more gun positions, thanks
