What determines whether captured possession are handed back?

Hey guys
So every other time I've played RtW, upon winning a war, the losing side has been forced to hand back any possessions they captured off of me during the war. But in the current campaign I'm playing (Austria-Hungary, 10% research), I won two wars against the British (a 6-pointer and a 10-pointer government collapse with a warship reparation. Yay for submarine cheese!), and both times they kept the possession they'd captured off me during the war (Kwang-Chou-Wan the first time and Eritrea the second time), so I had to spend some of my points to get it back. Again, I haven't seen this before, so I'm curious what determines whether or not it will happen.
