I recently bought Rule the Waves 2. I was a user of the old game and really like the new game. I noticed that if you select the legacy fleet option, it includes ships that when you try to build ships with that design you get a message that you don't have the technology to build. How is this possible?

I figured out the solution although I am not sure if it's intended or a glitch. I was playing as France in 1920. France is limited to 12 caliber guns. One of my BBs has 15 caliber main guns. I checked other countries and noticed Germany had a 15 caliber limit. I modified the ship design to build it in Germany and was allowed to build it with the modified design.

I assume we are talking about a 1920 start? Because in a 1900 start, the largest guns available anywhere are 13 inch guns for France and Great Britain.
In 1920, the British and Germany have access to 15 inch guns from the get go - hm, have you checked if the ships the game created for your legacy-fleet were actually build in foreign yards, like Britain or Germany?

I suspected that they were although the only way I know to do that is by opening the design which indicates local yard. I had to open the design of one of the ships the ships and change to Germany. Is there another way to construct a ship in another country without rebuilding the design?

Strange. If the ship was build in a different country it _should_ show that country where you changed it from Local to Germany.
As for building a ship in a different country from the get-go, just open the design window and choose which country you want to build your ship in from the drop-down. The same way you changed the building country to Germany in your example.
