Please provide an example of the cruisers you are trying to create, because I have not encountered such an issue.
Also, be aware that light cruisers within the game have a limit of 3" of belt armor as well as a maximum displacement limit of 8,000 to 12,000 tons depending on year.

That's being reclassified as a CA because you're trying to use 8" guns on something that isn't a protected cruiser built along the lines of something belonging to the predreadnought era. If you want to use 8" guns, you can either build a CL using the protected cruiser armor configuration with up to four guns in the A and Y positions, or you can build a CA; 'modern' CLs have to obey the 6" limit of the London Naval Treaties of 1930 and 1936.

There is a bug with the mine limit not being updated properly when you change a design's displacement; if you swap the type to something else and then back it should be resolved.

I apologize, but yet again, I took the guns down to 6 it still will not allow me to classify it as a CL. I am very confused as to what I'm doing wrong here. I was using 8s, and the first ship I created I originally posted I took them down to 6 and it fixed it. This one is essentially the same, just smaller and more lightly armored and it tries to make me classify it as CA aswell. If I am doing something wrong, I cannot find clearly find what it is. I would suggest not using protected armour scheme. It protects much less volume than sloped deck armour scheme (see eg. Tirpitz) or AoN armour scheme (flat deck on top of belt armour - eg. KGV here). Protected armour scheme was practically obsolete several years after start of the 20th century. If you want to build protected cruiser using protected armour scheme, you are limiting yourself to only 2 centerline turrets up to 8" guns as it simulates protected cruisers built up to beginning of the 20th century. In this case you can have as many centerline turrets as you wish and you are limited only by your technology on ships design how many of them you can have. However double and triple turrets needs to be invented especially for light cruiser to use them. For fast light cruiser I suggest using sloped deck armour scheme or flat deck on top of belt, especially without extended belt or extended deck armour with AoN invented. It protect ships much better. Anyway 3" belt armour limit is on all ships designed as "CL". There are some exception as aeson mentioned but for the beginning I think you can use information there.

This isn't entirely correct. CLs using the protected cruiser armor configuration can have more than two centerline turrets - even multi-gun centerline turrets - if the right technologies are available, but only if they're using 6" or lighter guns (and doing so on a protected cruiser might require more technologies than would be the case on a light armored cruiser); it's only protected cruiser-type CLs making use of 7" or heavier guns that remain limited to turn-of-the-century armament configurations all game long. That said, I don't feel that there's a particularly good reason to do something like this rather than using Flat Deck over Belt or Sloped Deck - especially since in combination with Magazine Box Flat Deck over Belt may weigh only about as much as Protected Cruiser.
