Specifically, I want to discuss the effects of spying on neutral nations during a war. For example, Britain spying on neutral France while fighting a war with Germany.
As the game stands at present, spying on a nation you are at war with (according to the manual) provides a number of advantages, including reduced chance for unexpected battles, and increased chance of intercepting raiders. However, spying on neutral nations has little effect, aside from the same effects that you get during peacetime.
My suggestion is this; if you have high tensions with a neutral nation, they would probably naturally gravitate towards the nation with which you are at war. As a result, spying on that nation may provide some additional advantage in the war. So, I think spying on neutral nations with high tension should give small bonuses in the war. Obviously, not as much as you get from actually spying on the people you're at war with, but more than the nothing we get now.
