You have 82,432 effective tons ships more in the area than you need for proper "sea control"
Effective tons is after adjusting tons for things like Colonial Service or Obsolete

I am playing a game with all vanilla starting settings and I did some tests to understand how ship number / type / size relate to base capacity.
The data comes from the numbers in the brackets on the far right of the map tab [the one that shows all regions and for each a tonnage of ships and the (ship basing points / base capacity)].
I tested by moving ships around and recording values when there was only 1 ship per region.
Findings. For me in my game (Germany - 1900 start - fleet size medium) I found the following ship values for purposes of calculating required base capacity:
DD - 2 CL - 4 CA - 10 CV(L) - 1/2 the tonnage in kT. BB or BC - 8 + 1/2 the tonnage in kT
So a 10 kT CVL is 5, a 28 kT CV is 14 and a 36 kT CV is 18
A 20 KT BB is 18, a 30 kT BB is 23, a 47 kT BB is 32
Some ship types don't seem to use the size (DD, CL). I am not really sure for CA size since I only have 1 design active. CV(L) and BB/BC use size plus a constant.
