Make another difficulty mode like 'Captain's mode' for aircraft control. Allow assigning specific fighter squadrons as CAP to any division, and redirecting airborne strikes. Fletcher did it in the first carrier battle. We should be able to break radio silence to redirect a strike after appropriate technologies have been researched, with appropriate penalties applied as far as detection and sigint oriented contact reports. Give whatever VP penalty you feel necessary, just give me control.
My biggest frustration with this game is not being able to put the fighters where I want them. Whether it be over transports in an invasion, or a scouting force in a fleet battle, they are always swarming in the wrong place. Not to mention the hassle of trying to round up escorts in the mid game for a strike against enemy carriers. You can try to lower the CAP level to free up some fighters, but it's a crap shoot and you end up leaving yourself open to a raping.

For a naval unit, I would go for the Air Wing Commander or maybe the Air Boss. The latter is the Naval Air Forces and Naval Air force commander. This is of course a naval game.
