Removing Automatic Proliferation of Oil in 1920

As it notes in the manual, Oil is unlocked for all countries in 1920.

I think that the ability to change if/when oil becomes available for all countries might give additional flavour and options to modding slow research games.

Just off the top of my head, maybe "Reliable Oil Imports" should be a "tech" that a country can research to void the need for oil bearing possessions [thus allowing this access to oil to be changed in the tech tree to suit a given game]?
