As things currently stand, if your shipyards have a maximum ship size of 30,000 tons, and you try to design a ship that displaces 31,000 tons, you can't save the design or start a design study.
My proposal is to allow the design to be saved and the design study to be conducted, but instead when the player attempts to build a ship to check if its displacement is lower than the player's shipyard's maximum.
This would allow a design study to be started before a shipyard expansion is complete, and finish at the same time as it, allowing building to begin as soon as the shipyard expansion finishes.

Great idea. Construction by foreign yards applies here as well. Design study cost could be increased to reflect requirement to use foreign design consultants, maximum design displacement could be limited to size of maximum size in the game.
